INTRODUCTION
Palm Desert Greens, located just south of Palm Springs. California is a community that offers an incredible amount of recreational and social activities for its single family homeowners. The first home was built in 1971.
Homeowner association business is administered by a seven-member board of directors. The board is elected by residents for two-year terms, except that the candidate with the highest number of votes receives a three-year term, which staggers the terms so that each year there are three vacancies. Each December, three board members are elected. Each lot has one vote regardless of the number of family members. The board of trustees is assisted by voluntary committees of association members and on-site management staff. Current standing committees are adult center/social activities, architectural review, communications, finance, food and beverage, golf, maintenance, recreation, and security.
PalmDesert Greens operates with an annual budget of over $3.15 million to maintain streets, buildings, grounds, security, and other services. Currently, there are 1,922 property owners.
PalmDesert Greens is adjacent to the town of Palm Desert which has a population of 23,000. The community is just ten miles from the Palm SpringsRegionalAirport. Highway lO is two miles from the development. Police protection is pr0vided by the county sheriff's department. This community has a 24-hour patrol, and access is only through guarded gates. There is a staffed fire department nearby. EisenhowerHospital, the nearest facility with emergency care, is two miles from the site.
There is a restaurant within the community. Within a half mile you will find a pharmacy, a dry cleaners, a hair salon, a grocery and liquor store and retail shops. Two miles away are a medical clinic and a movie theater.
Situated south of the Los Angeles metropolitan area, the community is within a few hours of many area attractions. You can visit the BobHopeCulturalCenter, the LivingDesert and the area's numerous golf courses.
RECREATION AND SOCIAL ACTIVITIES
All recreational amenities are included in the monthly community association assessment, entitling you to unlimited golf, three swimming pools, picnic areas, ball-playing fields. lighted tennis courts, and use of the clubhouse. with its steam and sauna facilities and its meeting rooms.
Club activity is endless: There are CPR classes, holiday programs, a nonsmokers' poker group, a travel club, blood bank drives, golf clubs, the library association, weight watchers, bridge players, a shuffleboard club, Friday night bingo, a drama club, exercise classes, community dinners, a bocci ball club, ceramics, aquaerobics, a choral group, jogging club, square dances, a tennis club, hula classes, oil painting classes, and a crafts club.
The community employs a recreation director, publishes an extensive monthly newsletter, organizes off-site trips, and provides on-site entertainment. Future plans include a new exercise room.
HOMEOWNER ASSESSMENTS, TAXES, AND UTILITIES
The major responsibility of the association at Palm Desert Greens is to pro¬tect the investment and enhance the value of the property owned by the members. The association provides security, trash collection, food and beverage services, clubhouse maintenance, golf course operations, and so forth.
There are 1.922 lots and 1.850 single-family manufactured homes at this development. Homes range in price from $70,000 to $200,000. With their price usually determined by their proximity to the golf course, lots can cost from $40,000 to $100,000. All of the property owners at Palm Desert Greens pay $115 per month to the association. This fee covers unlimited use of all the recreational amenities and maintenance of all association-owned property. Property taxes average 1.1 percent of value.
The majority of the manufactured homes have two or three bedrooms, and there is a variety of architectural styles throughout the community. Both cable and community television channels are available. Homes are heated by gas. The local municipality provides both sewer waste and water services. All utilities are underground. There is a privately operated RV facility on site.
RESTRICTIONS IN THE COMMUNITY
PalmDesert Greens has an active community association and membership is mandatory. Individual homeowners provide their own exterior building and grounds maintenance for their single-family homes. The association handles maintenance for all the property it owns. To assure that the integrity of the original community design is preserved, the association has an architectural review committee. This committee is composed of property owners, appointed annually, to review and approve all improvement plans and enforce maintenance and other standards. For building changes to a home or when building a new home, all homeowners must receive both the committee's and local governmental agency's authority to do so. Landscaping installation requires approval from the committee also.
There are no pet restrictions in this community. There are also no restrictions on how many people may occupy a unit, nor are there any rental restrictions. Operating a business from a home must receive the architectural review committee's approval to do so. Resale restrictions do not exist. Commercial vehicles, recreational vehicles, boats, trailers. etc. may not be parked on the streets or in driveways; however, the association does provide a special place to park oversized vehicles.

Page 1 Paragraph 1: Palm Desert Greens is now a Senior Community, i.e., one occupant must be at least 55 years of age and, in most cases, none less than 45 years of age.

The Fitness Center is now a reality and a lot of new equipment was added when it was recently enlarged. The newly remodeled Clubhouse just opened its doors for the 2009-2010.

The Purchase of a home includes the land (fee simple and the lot values range from about ($90,000 to $225,000 based on the location and size.)

As of July 1, 2008, all property owners at Palm Desert Greens pay $236 per month to the Association. This fee covers use of all the recreational amenities, including golf, cable television, weekly trash pick-up, 24-hour security and maintenance of all association-owned property. Riverside County Real Property Taxes total about 1.25 percent of the market value.
